InSitu Advisory and Rural Property NSW are delighted to bring to market the JCLS Quarry and Concrete Portfolio for sale by way of an Expressions of Interest campaign, closing 20th September 2021 at 4pm.
The JCLS Quarry and Concrete Portfolio consists of various freehold and licensee-owned assets, strategically located across the greater Narrabri market. The portfolio is suitably positioned to service the booming local civil construction, concrete and infrastructure projects associated with the ARTC Inland Rail, Newell Highway upgrade and Gunnedah coal markets.
The quarrying assets include the “Wave Hill” quarry, which is a well-established, good quality, basalt deposit; suitable for a range of different construction materials from DGB road base to concrete aggregates. The quarry has recently received a revised Development Approval for outputs up to approximately 500,000 tonnes per annum. The quarry has an established fixed and mobile crushing and screening plant along with a fleet of mobile plant (dump trucks, excavators, water truck etc).
“Maules Creek” quarry has been historically utilised as a farm quarry and consists of variable material including clay, gravel, river rock and sand that is highly suitable for road base and inert fill.
The “Cains Crossing” quarry is a mixture of freehold-owned land and Crown Licenses with various extraction points, predominately from the riverbed of Bohena Creek and within the confines of the freehold land of Cains Crossing West and East. The Cains Crossing resource is highly suitable for concrete sand, bedding sand and fill sand.
“173 Old Gunnedah Road & 25 – 35 Wee Waa Road, Narrabri” are two concrete batching plant and depot operations with various improvements, both located in strategic locations. 173 Old Gunnedah Road has been the headquarters for the JCLS business with office, service shedding and storage and landscape yard improvements.

Transactional Due Diligence on behalf of iQ Renew

InSitu Advisory was engaged by iQ Renew for a period of approximately five months to conduct extensive and detailed due diligence associated with a target acquisition of a leading resource recovery and recycling business.
This detailed environmental, regulatory and commercial due diligence involved rigorous site inspections to assess the current environmental impacts, conduct operational risk assessments and inspect plant and equipment for valuation purposes.
InSitu Advisory undertook a regulatory and commercial review of each site, making recommendations for improved operational compliance and efficiency. A full Market Valuation exercise was also completed on the operational going concern and fixed assets of the business.

Central Highlands Regional Council (CHRC) appointed InSitu Advisory to assist with the sale of the Shepton Quarrying business, located near Emerald in Central QLD.
InSitu Advisory assisted CHRC with technical support during the tender process, and managed the prospective purchaser’s inspections of the quarry operation throughout the Expressions of Interest campaign.
InSitu Advisory provided further corporate advisory services to assist CHRC with their deliberations over the formal offers received to purchase the operational going concern, prior to a formal offer being accepted.

Moranbah Quarry Sale

McGrathNicol appointed InSitu Advisory to assist with the receivership and sale of MCG Group’s Moranbah South Quarry, located in central QLD.
InSitu Advisory assisted McGrathNicol with an operational assessment of the quarrying facility along with a market analysis, in order to determine the possibility of recommencing operations to facilitate an early sale.
McGrathNicol were appointed Receivers and Managers by Remagen Capital.

Expert Witness for RMS in NSW LEC 2019
Project Name: Monti v. Roads and Maritime Services – NSW Land and Environment Court Proceedings (2019) NSWLEC 11

Roads and Maritime Services (RMS) engaged Darren Herdman of InSitu Advisory to act as an Expert Witness, providing evidence in respect to a quarry resource compulsorily acquired for the purposes of the Pacific Highway upgrade.
Monti, the quarry owners, appealed the compensation initially offered by RMS to the NSW Land and Environment Court (LEC) for the resource and land compulsorily acquired. Darren Herdman provided evidence during the proceedings in respect to the quality of the quarry resource sterilised and its market potential.
The LEC found in favour of Darren Herdman’s evidence in that the Monti’s quarry resource was not of a suitable quality and quantity to provide large volumes of DGB20 specified roadbase materials.

Expert Witness for RMS in NSW LEC 2017

Roads and Maritime Services (RMS) engaged Darren Herdman of InSitu Advisory to act as an Expert Witness and provide evidence in respect to a case where quarry land had been compulsorily acquired by RMS for the purposes of the Pacific Highway upgrade.
Apokis, the quarry owners, appealed the compensation initially offered by RMS to the NSW Land and Environment Court (LEC). Darren Herdman provided evidence during the Court proceedings in respect to the future demand for the quarry resource sterilised by the land acquisition.
The LEC found in favour of Darren Herdman’s evidence, who under cross examination, argued that the depth of the market did not support the Applicant’s claim that future quarry sales from Corindi Quarry were higher than those adopted by RMS when assessing compensation.

Minda Landfill, Windellama
Project Name: Cell 3 Detailed Design, Construction Project Management and Construction Quality Assurance

InSitu Advisory was engaged by Hi-Quality Group to undertake a detailed design of their proposed general solid waste (non-putrescible) waste Minda landfill in Windellama, NSW. InSitu Advisory undertook the design in full accordance with the NSW EPA Environmental Guidelines: Solid Waste Landfills, 2016. EPA approval was achieved after the submission of a detailed Technical Specification, CQA Plan and detailed design drawing set.
InSitu Advisory were also commissioned to provide on-site independent construction quality assurance (CQA) services using experienced in-house specialist engineering staff.
The completed Cell 3 will provide ongoing waste disposal solutions for the region.

Mugga Lane Quarry

Boral occupy land under a Crown Lease for quarrying, concrete batching, asphalting and resource recovery. InSitu Advisory were instructed by Boral to provide a Market Rent for review purposes and then represent the company at the ACT Civil and Administrative Tribunal to assist with the determination of the revised annual rent for the property.
InSitu Advisory completed a Market Valuation exercise for each component of the operation and the land occupied as well as assessing the market royalty rate appropriate for the hard rock quarrying activity.

North Bannister Putrescible Landfill

InSitu Advisory was engaged by SUEZ Recycling & Recovery Pty Ltd to complete a valuation of their recently acquired North Bannister Putrescible Landfill for Stamp Duty and Taxation purposes.
North Bannister during 2016 was a newly developed putrescible landfill facility that SUEZ had acquired from PerthWaste to replace their South Cardup facility that was nearing completion. The landfill was the subject of a Lease which needed to be valued for stamp duty purposes by assessing any profit rent that benefitted the Lessee.

Beauty Point Sand Quarry

InSitu Advisory completed a comprehensive Market Valuation report of the Beauty Point Construction Sand Quarry on behalf of Thorne Contracting Pty Ltd. The market valuation assessed the remaining insitu resource and operational going concern. The valuation was required for funding purposes.
The quarrying activity is permitted in accordance with two Mining Leases ML11M/1991 and ML41/1983 with extractive industries taking place on Crown land covering approximately 40Ha. The quarry produces a range of construction sands that is predominantly used for concrete manufacturing in the Launceston region.

Mantina Quarry

InSitu Advisory were instructed by BankSA to provide a market valuation of the remaining insitu resource and operational going concern of the Mantina hard rock quarry, situated near Kapunda, South Australia. The valuation was required for funding purposes.
Mantina quarry is one of the largest privately-operated hard rock quarries located north of Adelaide. The quarry currently operates to extractive industry areas working a dolomite resource, producing a range of aggregate and roadbase materials for local and regional markets.

Holcim Northern Territory

InSitu Advisory were engaged to undertake a comprehensive post acquisition Market Valuation exercise of the Holcim Australia operational Northern Territory assets for Financial Reporting and Stamp Duty purposes.
The portfolio comprised two operational hard rock quarries located at Alice Springs and Katherine and four concrete batching plant facilities located at Uluru, Darwin, Alice Springs and Katherine. InSitu’s report included a detailed asset register of all of the operations fixed assets and buildings.

The project involved the valuation of the resources situated at the quarries, the land and fixed assets at the concrete batching plants, plus the operational going concerns associated with the business. The Market Valuation reports were required for Financial Reporting purposes.

Stapylton Landfill and Resource Recovery

The site is an historic Boral quarry void that BMI have developed into one of the largest privately-operated putrescible landfill facilities in South East QLD.
InSitu Advisory built a comprehensive Discounted Cash Flow Model that captured the revenues and costs associated with both current and future current cell development to arrive at the Market Value of the voidspace for funding purposes.

Bulla Quarry, Landfill and Resource Recovery Facility

InSitu Advisory was commissioned to undertake a comprehensive Market Valuation exercise to assess the value of the quarrying, landfilling and resource recovery assets and operations situated at Sunbury, Victoria. This facility is one of the largest privately-operated quarry landfills in Victoria and has a complex operational profile, in particular the inert recovery, Category C waste treatment with Asbestos and PCB Contaminated waste receival.
The Valuer’s at InSitu Advisory with their extensive industry knowledge and experience were able to assess each individual component of the operations by constructing a bespoke valuation model that was able to capture and correctly assess this complex asset for valuation purposes.

Lismore City Council: Cell 2B Detailed Design and Construction Quality Assurance

InSitu Advisory was commissioned by Lismore City Council to undertake a detailed design for their general solid waste landfill cell 2B. The design incorporates a composite lined leachate barrier including a geosynthetic clay liner (GCL) high density geomembrane (HDPE), engineered compacted clay and a leachate collection and extraction system.
InSitu Advisory were also engaged to undertake independent full time construction quality assurance (CQA) and final reporting to ensure the works were undertaken in accordance with the design and NSW EPA requirements.

InSitu Advisory have been commissioned to undertake an Environmental Impact Statement (EIS) for a proposed general solid waste (non-putrescible) waste facility in south western NSW. InSitu Advisory, working with a team of specialist experts, are assessing all environmental and social impacts and in the preparation of the EIS.
InSitu Advisory have undertaken the detailed design for the facility and associated infrastructure converting an exhausted quarry into a proposed landfill facility. The detailed design and CQA Plan are in full accordance with the NSW EPA Environmental Guidelines, Solid Waste Landfills, 2016

InSitu Advisory is also providing Brandown with office based engineering support and a detailed design review.

SUEZ: Lucas Heights 1 Landfill

InSitu Advisory was commissioned by SUEZ to undertake the preparation of a Statement of Environmental Effects to support a Development Application for the upgrade of a leachate treatment plant by the addition of a further sequence batch reactor.
InSitu Advisory, with a team of expert specialist sub-consultants prepared the SEE taking into account key elements such as air, noise and water impacts.

Lismore City Council: Cells 1 & 2 Phytocapping Project

InSitu Advisory has been commissioned by Lismore City Council to undertake a detailed phytocapping design and CQA Plan as part of the rehabilitation proposals for cell 1 & 2 at the Lismore Recycling and Recovery Centre.
Phytocaps remove the water from the soil by evapotranspiration, returning it to the atmosphere, and reduce the fugitive emissions of anaerobic landfill gas through diffusion and oxidisation.

InSitu Advisory was commissioned to undertake a comprehensive mineral exploration and resource assessment in order to assess the vertical and lateral extent of a high quality silica sand. The project involved exploration using RAB drilling techniques, sampling and laboratory testing.
Three-dimensional computer aided resource modelling using linear and non-linear estimations were undertaken relying on drill hole logs recorded by the InSitu Advisory supervising geologist. A detailed geological appraisal report was produced that included findings of the drilling, sampling and testing together with resource volumes and tonnage estimates.
